I am a single parent and stay at home mom with a 15 month young toddler and I would like to make money online using my laptop. I am starting a web design business and I am not sure. I just want to design, I don’t want to do any webmastering for anyone. I just want to sell a design. Is this what most web designers do? Or do they also set it up and get it online and running for them?

I agree with Jay above, there are far too many "just designers" already. Your best bet is to find a specialty and work for a company that uses you for just that. To be a generalist and make decent money now you need to know at least a dozen languages and be fluent with Flash and AS3 just to cover your bases.

The basics include key word optimization, search engine optimization and back-link building. Each of these will contribute to your websites traffic.
Also, you can pay to buy key words on search engines so that you can appear as a Sponsored Link in search results, such as the top and side bar results on Google.
Depending on your budget, you can try to do this yourself or you can hire a firm to do this for you.

Sure, I’m familiar a couple of work-at-home jobs that are legitimate. The jobs are for work-at-home agents, either as employees or as independent contractors through call centers. It’s ideal for someone who wants flexible work hours, or can’t travel very far for work.

The pay varies, and and training is provided.

I can tell you based on the huge population and rapid growth in economics, the internet booms prosperously in China and many Web companies retrieve unbelievable success here such as QQ, Baidu, TaoBao, etc. But unfortunately few foreign company among them.

There are many explanations including huge culture rift, weak copyright protection, strict news censorship, and so on. It is difficult to give you the reliable infomation — and you’d better not trust the data from Chinese goverment until you’re sure you have a good understanding of Chinese goverment — but Google is a good case for research.
